About ELTO

The English LanguageTraining for Officials (ELTO) programme brings government officials from developing countries in Asia and Africa to New Zealand for English language training.
ELTO programmes are funded by the  New Zealand Aid Programme, within the Ministry of Foreign Affairs and Trade.
The government officials on the ELTO Asia programme study for approximately two months at either Nelson Marlborough Institute of Technology or Eastern Institute of Technology and approximately three months at the English Language Institute at Victoria University of Wellington. ELTO Africa officials study in Wellington at Victoria for ten weeks. 
The ELTO programme has been operating since 1992 and in that time over 1300 officials have successfully participated in the programme.
